Treasury should just take it on the chin and do it anyway. The money involved was never going to be that significant - but the point isn't really the money. The point is the fairness.

Intriguing one. Foreigners in the UK and using public services is really viscerally objected to by many voters - esp if it's allegedly 'favourable'. But they're comparatively quite chilled out about the tax side of the tax & spend idea. Foreigners in the UK getting favourable tax discounts, "meh".
