This is really good. And I don't think it only applies to civil service. Setting a clear mission and empowering people to work towards achieving it while building a community with your peers works in any organisation. It certainly works in startups!

And the reason why this isn't more common is that it requires uncommonly confident managers that need to decentralise power and trust people to achieve their goals. That's why it would ideally come from above, a change of organisational culture. Starting from the middle can be tricky.
