I wouldn't say "bad." That's too abstract. "Thoughtless or sadistic" seems closer to the mark. Freedom should be exercised with consideration for whether there are other ways of equal utility to the actor that will cause less disutility to others, and must not be exercised *to* harm or hurt others.
