The concept and terms of a construction loan might actually be worse than a payday loan. All the same costs as a normal mortgage, plus high fees for each mandatory inspection to get the money. Sweeten it with a high APR, and requiring rolling a lower rate mortgage into the new loan at >2× the rate.

Mike Kirkup was obsessed with gaming on the Playbook, and they totally alienated all of their devs and partners desperately trying to gain traction in that vertical. We (Senate) fought with them so much about this.
