Depends on how you're wanting to do things - make, modify, or buy - but step one is gonna be choosing WHO you want to cosplay! From there, you can break it down into parts - wig, top, bottoms, shoes, accessories, etc. Makes it much easier to NOT be overwhelmed if you can break your projects down!
