Not sure how closely it fits your brief; Wigan council refused to allow any access to the community centre on a deprived estate even when the need was clear (covid era food distribution). They're now building houses where it used to be with no community provision in the plan.

So it looks very much like they wanted it unused so they didn't have to replace it. Our estate, in the 2% most deprived areas in England, now has less community space available.
