Vegetable is a purely culinary term that has no botanical meaning. It's useful in terms of what kind of foods it works with. Fruit has both botanical and culinary use, and they don't always overlap. So depends on context or overtly defining your terms. Ex: Tomato = culinary veg, botanical fruit.
