3 Strikes laws are garbage in the prison system but 3 Strikes law for owning/managing rental properties is interesting idea. Primary concern would be how this might dispossess POC & lower- & middle-income landlords with a single rental (esp inheritance) genuinely struggling, not just negligent.

While the ban had been set to go into effect Sunday before Adams’ last-minute emergency order, the Correction Department hadn’t set aside “de-escalation cells” or hired additional staff.
