i hate the phrasing on this option because it sounds like if you turn it off, then advertisers will still do ad measurement without regards for privacy
TBH what it sounds like and what it means are probably the same thing, this is them doing the whole "I'm respecting your privacy by asking, but I'm asserting my rights I don't have by taking whatever the fuck I want anyways!"
