Minneapolis tackles marijuana rules from ‘seed to sale’

Right now the plan would allow more cannabis dispensaries to be permitted than new liquor stores or tobacco shops.

Here in CO I think there’s still a black market but my guess is that the combination of ease-of-access and breadth of product choices has made legal dispensaries -where everything is tracked from grower to processor to seller - a more attractive proposition.
