Still have to double-check a couple of details but it appears that Threaded Specter increases the cooldown of Marksman's and Gambler's dodge by a casual 67% now (flat 40% recharge rate decrease). This applies to both PVP and PVE. Note: the global PVP ability regen scalar of 0.85 does not seem to work in private matches so I haven't been able to confirm whether this works as intended in public matches.
