Back in the 1990s, a consultant I know gave a talk to federal agencies about using the new (then) “world wide web.” He said the hotel ballroom was standing room only. It seems that gov agencies are required to communicate with the public, and they actually spend time and money to do that.

Standing room only? Sounds like a possible infraction of safety regulations about not exceeding room occupancy.
