The Shirky Principle especially applies to greenhouse gas emissions, where governments pledge to reduce emissions only to continue to permit fossil fuel expansion by buying pipelines, issuing extraction permits, etc.

It's an interesting concept, but I don't see how the gov's attempts to reduce GHG are responsible for increasing GHGs.
