The Senate does that, but the EC mostly just makes only the swing states matter. And the poll crosstabs are probably wrong. They wrongly predicted the same in 2020 & 2022. (OK, Trump did better with Hispanics in 2020 than 2016).

But it's true that the partisan lean of the EC is hard to predict in advance.
