Having Not read the article, I wont speculate in that but I hate the "it's just rhetoric" mentality. If they didn't mean it, they wouldn't say it, and far too often things have been dismissed as "rhetoric" when in reality they actually believe it.

The simple fact is that *rhetoric matters*. With this article, the govt is using a divide-and-conquer strategy to separate “regular people” from those who care deeply about the world and about one another.
