That’s a problem because many of the assumptions about change and behaviour embedded in our systems are old-school normative. Also, many of the systems are paper-based or run on excel spreadsheets. Finally, many of the systems are user-pays, with risk-exacerbators free-riding on users.
Anyway, suffice it to say that none of that looks like it is getting fixed anytime soon. Ends x
