Clearly this person shouldn’t be around students so it can’t be increased through a heavier teaching load… and I doubt faculty want to interact with her either

not hard at all. assign them a bunch of impossible tasks, call those tasks "committees," and make said bad actor the chair, hold them responsible for all outcomes, but make it so they cannot compel cooperation from people they need to do the job.
