It's funny because I'm french and we HATE english's date because you didn't prononce the number. You say twenty-twenty-three, not two thousand twenty-three, with the exception of 2000-2009 when you just say "oh" for zero

I think we only used the "oh" for zero if we were abbreviating it to a 2-digit date... like 1997 could be "nineteen ninety-seven" or just "ninety-seven", while 2007 could be "two thousand and seven" or just "oh seven", but never "two thousand oh seven".

Oh for sure!! English has to be a maddening language to study, we’re constantly borrowing from every other language, and changing the rules on the fly!
