Yes, but you can make it more manageable with thoughtful storage policies instantiated in code eg preservation copies in cheaper storage, access copies in faster access etc.
Well… there are so many issues… content on media that is degrading, content on media where the hardware isn’t sufficient to extract it, crappy tooling resulting in the wrong discussions, lack of money to store it all, lack of sensible storage services to make costs manageable &c. &c.
Video archiving and preservation is a nightmare, including this.
