No. Also Israel has no obligation to put the lives of its own people on the line. That's the problem with war. It isn't just those who choose to fight that suffer. War is full of innocent bystanders. We should work towards ending war, which requires ending government. That'll take time though.

There is somewhere you can place blame though: the international community. Perhaps if the international community stepped in, it could force Hamas out, with a fraction of the amount of bloodshed. But it leaves Israel to handle the problem.
