I do not understand what Blinken and his aid Jaime Rubin (who apparently is despised by the White House for some reason) think this plan will do without PLO approval. If there is no PLO approval, there will be no Arab League support.

This is a postwar proposal designed to permanently bury the Palestinian national cause once and for all and it is not surprising that Blinken is considering it.
