Nope, not Silverloading, or at least not causal from Silverloading as we should have expected a discontinuity in 2018 or perhaps 2019 with lags and maitenance of trend after that (we don't see this). Probably a function of # of insurers in markets plus idiosyncratic variation within insurers
Silver spamming works + creativity in network proliferation + condition focused plan designs + required standard plans?
