Some of those rental companies have the model that you just leave them wherever and your time ends as soon as you logout and it locks. I guess that's what's happening here? They don't seem to have labels saying how to rent them though?

They have logos and QR codes so that all checks out. But why is it ok for that to be the model? Just abandon a company’s shit wherever you want? <waves arm in air with anger>
