Do the construction spending numbers include the cost of equipment contained within the structure or just the structure itself? I thought the latter.

not sure about reporting for economic reasons, but I would image this depends? The company I work for does a lot data centers. Structured cabling, data racks, UPS's and generators, switch gear are what I would think of as equipment. They're all part of our contractual scope though.
