For rich white people who were never used to have to hear other's thoughts on what they say, it probably felt like one.
It's almost as if there was a time when people recognized that what they were about to say was indeed shameful and they would be shunned if they said it, so they were at least bright enough to keep their mouth shut.

Maybe fifteen years ago some wag (possibly at the blog Balloon Juice) pointed out that this was basically Sarah Palin's conception of The First Amendment. It's an interpretation that's really been catching on, Sarah Palin is clearly underrated as a Constitutional Scholar.
No. No. No. No. No. If [fill in name] is being an asshole, you are totally entitled to say he's an asshole. Indeed, you can say it if you're wrong. The Times keeps suggesting that only assholes are entitled to free speech rights. It's interesting to speculate on why they think that's so important.
