The whole thread that leads to this conclusion is fascinating. (Pleased I do take the time to make this point in 1st year stat interp; "Parliament Legislates" is a woefully inadequate description of the actual legislative process from policy => Act in the Westminster system)

Far from the archetype of drafters being technical lawyers who just *draft*. Because drafting is what Parliament scrutinises, votes on and enacts. So there's a lot that happens to a Bill before it gets to Parliament, and some of it's quite vital to the democracy Parliament is there to protect. 9/9
