As in, our ability to govern at the campus level is heavily influenced by the other levels?
In short, yes. I’m (trying to) work on this question in a way that’s not simply - if the state goes rotten you are F…. But we don’t have very much to build on. The presumption of good faith and a pluralistic environment is cooked into to most work on governance
