This at least clarifies what the rule actually is...a few of the times I've been on study section the last few years the SRO reminds us to not worry about (ie, please do not complain to the SRO) if changes are marked or not marked, not our problem and shouldn't influence review.

They forbade the use of colored text a while ago. As a reviewer I wouldn't ding an applicant for that but it makes me jealous because my DSP would catch that and send it back. The weird thing to me is I think you ARE allowed italics, bold and underlining for emphasis, but NOT for the main thing the

They don’t enforce any rules uniformly. Two of two times that I’ve found a hyperlink in a grant I reviewed, when I reported it the SRO said “it’s ok, it’s just a [insert excuse] link.” But other people get administratively triaged.

i feel this has to be a net positive move, no? there was never accountability per se to the reviewers of the previous submission
