Depends on the game. Netrunner atm is run by a fan-made non-profit organization and they literally just let you print cards yourself, but also the game doesn't use boosters so it doesn't get too expensive. Initial buy-in (~$135 USD) is a little steep if you want actual cards but it's not too bad.

Also I'm getting into Dragon Ball Super rn and you can build a meta deck from scratch for like $40-60 USD. Might be hard to find a scene in Canada though.
