you know how CAHSR got its initial approval in 2008 but couldn't break ground until 2015 because of "environmental" lawsuits? there are **still** outstanding lawsuits that I hope this helps with

yeah last i heard (i'm not following it too closely tbh) they still don't have an approved route from the central valley into the LA area yet cause there were so many lawsuits along the proposed route

Note that this bill only applies to projects on existing right of way, and one of the challenges to CAHSR is the large amount of new ROW needing acquisition. We are hopeful the bill will accelerate CAHSR in Southern California, however, as it will use existing right of way south of Burbank.
