Yes, it's like PiS "won" the elections that doesn't mean it will govern. NYT consistently applies weird winner-take-all US metrics to PR elections with coalitions.

Punchline: Lots of things drive where the radical right does well in Germany as many excellent scholars have shown. But resentments rooted in being in the historical periphery of the nation state formation process remain important even today.
