Primer for face and eyes, setting powder(or skintone eye shadow) before liner, and if you really want to keep it locked down for a long time, a setting spray after liner. Skin oils(esp of you use eye creams and moisturizers beforehand) is usually the culprit

When i was younger my skin was so oily, using any eyeliner was like drawing on Spam with a Crayola marker. Eyelid primer was the only way to get anything to stick.
