Also, earlier than the 1960s: The NYC subway, for instance, was mostly built in the early 20th century. A lot of the waterproofing was achieved with a goo that wasn't built for the recent heat, and it has been oozing out of the walls. So anytime it rains more than moderately, the subways flood.
