This seems like an industry trying to sell a solution to a problem that they themselves created.
One would have to solve forgery and bribery problems first, because you can already buy e.g. a fake birth certificate as of today. And it might be in the interests of some countries to just grant certificates to non-existent persons in order to manipulate the perception of reality online.
