I think some of have moved in the right direction. I also think some have moved further in the wrong direction, but see that the costs are just so prohibitive that they’re trying to address. Fixed is a longer term project.

A bit of what I want to know is — what policy/governance changes have worked empirically to improve outcomes in the places that really need a new trajectory. Maybe it’s too early to tell?
