I don’t see the value in the term ‘fascist techniques’ here. Most democracies have laws that are more restrictive of speech than in the US, & with good reason. While someone in Florida is welcome to walk around with a 10inch swastika tattoo, shouting ‘white power’, this would not be ok in Germany.

Similarly, nations that have been under the yoke of actual fascist dictatorships are sensitive about the prospect of future fascist coups and legislate to prevent their birth. I’m not overly familiar with the situation in Brazil, but a right-wing coup was attempted in a previously fascist country.
