I don't understand why Starmer is being painted as 'naive' around this. He's a highly intelligent man, with a career at the highest levels of law that has meant he's dealt with politics for decades. He knows how this works... imo he's just content with the status quo.

How is this a guideline and not a hard and fast criminal offence? Don't answer that.
