Thanks! I need to look into this more closely, but it sounds very analogous to a firm run by former military that Michael Flynn was associated with at the beginning of the Trump presidency. That firm advocated selling Russian nuclear reactors to Saudi Arabia. Its goals changed over time.

There’s a book to be written about how/why retired general officers repeatedly get lured by snake oil and big bucks. (And some like Alexander do the luring.) Naivete? Entitlement? Will to power? Conspiratorial cluelessness?
