I would be wary of a program like that. Immature people not doing it for the right reason and too little oversight in private homes. How about professionalizing the job of certified nursing assistant, so these mostly POC immigrant women can earn a living wage?

Yes, absolutely. I think an ambitious program like this requires all that stuff. You need professionalized (and compensated) workers, but you need an army of folks who can provide the essential social component. An army of surrogate grandkids.
