I think the best thing would be for cities/towns to have trams and cycling infrastructure, school cycling ‘buses’ (kids chaperoned by adults) also safe bike parking. Amsterdam was dominated by cars in the 1970s. Paris has been transformed in a few years.

Changing infrastructure is costly and medium/long term, but cycling buses are something a lot of schools could do now. Also, as many primary school journeys are so short, 'walking buses' are even easier. Getting kids into the habit of cycling (where safe) or walking is so good for their health
