In reality, I think it's largely their limited finances (as with councils in the rest of Scotland) plus some infrastructural issues around ferries that the islands councils have really railed against in recent talk of autonomy, but there hasn't been much work to explore distinctive island solutions
(oops forgot to check back) I think the islands have a particularly strong case for more autonomy but finance is always the sticking point - imo in the immediate future the councils should clearly identify which powers they want, if any, and try using the Islands Act provision for gaining them.
