The USA is constitutionally incapable (pun intended) of making national changes of that sort to address systemic issues. It's maddening, and I'm very jealous of countries like AUS which are set up with systems that make that possible.

We had some guys who, like in America, had slipped from state to state to avoid consequences. We had to have a single national body they couldn't run from.
