Actually, as I understand it, this sign means that a cyclist must cross the intersection on a pedestrian signal and can't use the car signal. Without this sign, a cyclist can cross the intersection if the pedestrian light is white, if he has stopped, and if he gives priority to pedestrians.

Thanks. it's the quickly-forgotten-from-drivers-ed "green circle = mandatory action" road-sign rule. I hate that rule. "Mandatory" imo removes cyclist choice, gives police another rule to fuck cyclists with.("imo") I'll delete original post in the near future. source: saaq.gouv.qc.ca/en/road-safe...
