In early 2011, I wrote a (mostly factual) policy document that said we should have a Reaper on loiter above Assad and Rami Maklouf's residences and am regretful I didn't push harder
i cant gurantee that blowing up a few of makhlouf's mercedes lots moves the needle on IHL compliance but like, it wont hurt
This was also the same time where I had to rain on a Prendergast suggestion that we give the SPLA stinger missiles
