He wants us to critique them but somehow not critique any individual act. Like, at a certain point, you just don't actually want to allow any criticism. Critiquing an aggregate will by necessity involve building up a series of individual criticisms, so if individual criticism is out...

Right, and at the same time he's saying these are just individual problems, which is a way of ignoring the larger systemic failures at play. "Oh, we can't criticize that cop for one racially motivated traffic stop!"
