I think we’re talking past ourselves. I’m advocating for future actions by an individuals and governments not blaming them for past ones.

Yes, absolutely. There is still new construction by water that makes zero sense. It’s not the underprivileged building there. There are a number of retirees moving into vulnerable communities next to the water, who could just stay in the homes they own in safer locations.
The sentiment is spot on, but there are safer choices on where to live. When deciding where to live even within a set geographical area, it does make a ton of sense to also include climate/ environmental related factors.
