I thought it was made very clear. They even establish the journalists think of him in the same light as Gaddafi, Hussein, and the like. How odd.
The president is clearly fascist, and the alliances formed to combat fascism. A bit idealistic of course, but the general idea is that in this reality, states put political ideology aside to ban together to beat a common foe, in this case Ron Swanson.
