Mechanically, this shakes out as towards anyone under 'your influence', which is just about everyone; The Fanservice (to use 5e D&D terms) gets Advantage on Manipulation rolls. On the other hand, they have Disadvantage on all non-Manipulation rolls.

The end result of this is mechanically backing up the theming of being judged for your appearance, because in anime the audience does not tend to see a very attractive character (generally ladies) as anything other than something to gawk at. This isn't helped by how a number of them are written.
