You are right about the USSR. The wife had very valid grievances but they made the Whole film about that so it was kind of repetitive and redundant. The audience wants to know about his Music not just his personal life...
But at the time that he was born Ukraine was part of the USSR so maybe that's why they said that. It was Russian at that time...
