Not to mention the LED emergency lights are raw and have zero diffusion. They are a major safety hazard because they instantly blind you. I don't understand how emergency workers and police fail to see this.

The angle isn't the problem. LEDs are much different. LEDs are extremely bright at the the emitter no matter the angle. They are effectively useless most of the time for night driving and their don't have any weight to the light being cast. That is why incandescent lighting will always be superior.
